加拿大联邦、省／地区和市三级政府制定了一系列应对自然灾害的政策和计划，形成了一套较为高效和系统的自然灾害管理机制和措施。我国可借鉴和吸取国外先进的管理经验和技术，加快立法，加强预防和减灾工作，鼓励研发合作，建立系统的管理机制，不断提高抗灾救灾能力。[著者文摘]

Canada＇ s Natural Hazards Management Mechanism

Abstract:

The federal, provincial/territory and municipal governments of Canada have delivered a series of policies and programs for coping with natural hazards, thus having forged a high-efficient and systematic mechanism, which is composed of the following 4 characteristics： （1） A management model integrating different responsibilities with coordination among one department in main charge and all other 3-tier departments involved; （2） A legal framework with a series of acts safeguarding the leadership and coordination among all-tier gov- ernments as well as governing the standardization of implementation plans from different levels of governments; （3） A set of comprehensive policies, detailed measures and strategies for combating and mitigating natural hazards; （4） Attaching importance to the supporting role of science and technology in natural hazards management. For the ultimate goal of enhancing capabilities of combating and mitigating natural hazards, China should draw on the advanced management experience and technology of foreign countries, speed up the concerned legislation, prioritize the prevention and mitigation in natural hazards management, encourage R＆D cooperation and establish a systematic management mechanism.[著者文摘]
